Introduction to Module 6
The main issues of Module 6 focus on the future
development of a Strategy and Masterplan for Sea
Defence Management. The issues are the following:

Study Tour
Within the framework of the EU-SRRD project
Institutional Capacity Building Activities on Guyana
Sea Defences a study tour was organised to the
Netherlands, from
April 12-20, 2004.
Objectives
-
Identify and assess the legal and institutional
framework for ICZM and sea defence management
-
Identify and assess the co-operation between
central government, provincial and regional
government and the private sector in ICZM and sea
defence management
-
Identify and assess how agencies co-operate in
ICZM and sea defence management
-
Identify and assess how the private sector is
involved in ICZM and sea defence management
-
Identify and assess how research and education for
ICZM and sea defence management are organised
-
Identify and assess lessons learned for Guyana and
opportunities for further international
co-operation

Legal and institutional issues
At the request of Module 6, Mr P.A.D Allsopp, former
Head of the Hydraulics Division and responsible for
Sea Defence Management, prepared a
final report on
the legal and institutional issues regarding sea
defence management within the broader integrated
coastal zone management in Guyana. Apart from the
identification of some gaps and overlaps in the
regulations, he made a number of recommendations
-
to establish a quick-reaction unit for opportune
response to emergency situations
-
to adjust the organisation in order to include new
tasks introduced by the project
He also made observations on some relevant technical
issues:
-
more research is required on sea-level rise and
subsidence
-
reliability of bench marks has to be assessed
-
more research is required on the function of the
mangrove system as a natural sea defence
-
there is a need for re-establishing a geotechnical
research centre in Guyana
M6 members have been discussing the findings of the
report and will include the adopted conclusions and
recommendations in the draft outline of the master
plan for sea defence management.
Vision and
Mission Statement
Module 6 has formulated the vision and mission
statement for the Sea and River Defence Division as
follows:

Vision
To
provide reliable defences through constantly
improving sea and river defences management
thereby encouraging the generation of economic
activity in the protected areas and to
continually enhance the standard of living of
the population
Mission
To
reduce the risk of flooding and the loss of land
in the protected areas due to the actions of the
rivers and sea therefore minimising the
likelihood of damage to social and economic
infrastructure, through the construction,
maintenance and management of sea and river
defences in a technically sound, cost effective
and environmentally sustainable manner

Workshops and meetings
M6 members have been meeting regularly every friday
morning, except for the third friday in the month.
In addition a number of other meetings and workshops
were scheduled, primarily to discuss the various
stages of preparation of a first outline of a master
plan for sea defence management:

The outline of a master plan for sea defence
management as being discussed at the moment shows

It is expected that a
first draft of the master plan will be completed in
February 2005.
The first contents of the Strategy and Masterplan were presented during the third Training
Assessment Workshop 8 December 2004 by Module 6
en Module 4. The Teams presented the
problem areas of the
sea defences along the coast of Guyana and the proposed planned capital
investments related to these. The maps with the critical spots
are presented in a separate site.
