  Sea and River Defence Division (SRDD)
The Ministry of Public Works and Communications is responsible for the maintenance and new construction of sea defences.

The Sea and River Defence Division (SRDD) was created in 1996 when the Hydraulics Department was moved from the Ministry of Agriculture to the Ministry of Public Works and Communications. The Division in principle acts as an agent to the Sea and River Defence Board recommending areas for physical intervention for execution of works, whether remedial maintenance or emergency works. The overall responsibility for the sea defences rests with the division e.g. programming, design and execution of works. The head offices of the division are located in Georgetown and the staffing counts approximately 40 staff members of which 15 are professional engineers and technical staff. The work of the division is separated in the following two main sections:
  • Emergency Repair Unit
  • Project Execution Unit

Emergency Repair Unit
The Emergency Unit is responsible for monitoring the condition of the sea defences and ensuring that emergency repairs are being attended to. However the unit does also carry out remedial maintenance repairs whenever capacity and funding allows for it. The unit has approximately 260 staff members located in 7 regional offices, which allows for a quick response when breaches are detected. Through the regional offices the sea defences are monitored and necessary emergency works are primarily executed through force account with use of government owned construction plants.

Project Execution Unit (PEU)
The Project Execution Unit is responsible for reconstruction of collapsing sea defence structures. During the years, all major donors like EC, IDB, CDB and Worldbank got involved in the sector and initiated the programming for reconstruction of stretches of sea defences, where remedial works were not considered a feasible approach. Presently, the PEU is awaiting an approval of funding from the CDB for the reconstruction of the sea defence stretch at Profit - Belladrum.
